1. That the offender is a public officer;
2. That any closed papers, documents, or objects are
    entrusted to his custody;
3. That he opens or permits to be opened said closed
    papers, documents or objects; and
4. That he does not have proper authority.


The act should not fall under 227.

Damage is not necessary.
