President Rodrigo Duterte named Cebu City Police Office (CCPO) Director, Police Colonel Royina Garma, the next general manager of the Philippine Charity Sweepstakes Office (PCSO).

The main products of the PCSO are the sweepstakes and the lottery games.


Royina Garma will replace PCSO general manager Alexander Balutan, who resigned in March amid serious allegations of corruption in the agency.

Balutan, however, denied any involvement in corruption.

Alexander Balutan is a retired 2 Star General of the Philippine Marines.

In a press conference held at Camp Sergio Osmena earlier, Garma said she has availed of early retirement to join PCSO in July.

President Duterte assigned her to lead the Cebu City police in 2018. She had a strained relationship with former Cebu City Mayor Tommy Osmena, a known Duterte critic.

Update:
Royina Garma, a retired PNP colonel, has been in the news recently due to her involvement in investigations related to extrajudicial killings during the Duterte administration. She served in key roles in the police force, including in Davao and Cebu, and was later appointed as the General Manager of the PCSO in 2019.

Garma is currently under scrutiny for her alleged involvement in the 2016 killings of three Chinese nationals, reportedly linked to the Duterte administration's war on drugs. She was detained by the House of Representatives for being evasive during questioning about her relationship with former President Duterte.
